Kalex Limited is an environmental consulting business owned and operated by Ian Bailey, located near Stansted Airport on the border of Essex and Hertfordshire. Kalex support clients across the UK.
Ian is a Chartered Waste Manager (MCIWM) with over thirty years’ experience of working within the Construction and Environmental Sector, in the last 15 years he has worked on a number of Golf and outdoor leisure related projects. Specialising in the project management of planning applications and Environmental Permit applications and also providing compliance support for Golf Clubs and other land owners carrying out development projects using the import of waste or the import of naturally occurring soil. Ian is a Qualified Person registered with CL:AIRE under the development industry Definition of Waste Code of Practice (DoW CoP) which allows the import of natural soils from one development site to another without the need for an environmental permit.
Working directly for the Club Kalex works alongside your Architect, Designer and other professionals to help assess the most appropriate methodology for the project. This methodology is key to the structure of the planning permission in order to ensure any application for regulatory approval for the construction work has the best possible chance of success.
Once construction has started our role is to provide expert monitoring of the import of suitable material. This could be either in accordance with a CL:AIRE DoW CoP Materials Management Plan, or an Environmental Permit. Our primary objective is to help safeguard the Club by ensuring only appropriate uncontaminated material that is compliant with the specification of the Environmental Permit or Materials Management Plan is used it the construction of the development. This vital because ultimately it is the land owner who is responsible for the removal of any non-conforming waste, following intervention by the regulator because of a non-conformance or environmental pollution incident.

Kalex project manage the application process from feasibility through to completion and has an established record in securing planning permissions and delivering projects in compliance with the environmental permit.
Essex, obtained planning approval for a Golf Club to import soils for the construction of a junior academy and extension of driving range, and obtained approval of a Waste Recovery Plan for an Environmental Permit Application.
Hertfordshire, recently assisted a Golf Club by providing a methodology strategy for a planning application to import soils for the construction of a long game practice and tuition area, and obtained approval of a Waste Recovery Plan for an Environmental Permit Application.
Leicestershire, acted for a Golf Club in the provision of Certificate of Technical Competence and Project Management of the import of inert waste in accordance with the Environmental Permit, following intervention by the regulator because of a minor non-conformance incident.
Hertfordshire, project managed planning approval import of soils for a golf club to build a 9-hole par 3 course and refurbish an 18-hole course and driving range under an Environmental Permit. Provision of Certificate of Technical Competence and Project Management of the import of inert waste in accordance with the Environmental Permit.
Cambridgeshire, obtained planning approval for the import of soils for agricultural improvement using Environmental Permit
